Summary

Add /opsx:sync command: intelligent delta-spec merging into main specs
Add /opsx:verify command: three-dimension verification (completeness/correctness/coherence) before archiving
Update all openspec skills (apply, archive, explore, propose, sync, verify) with improved guardrails and workspace-planning mode detection

Test plan

/opsx:sync correctly applies ADDED/MODIFIED/REMOVED/RENAMED requirements from delta specs
/opsx:sync stops gracefully on workspace-planning mode
/opsx:verify reports CRITICAL/WARNING/SUGGESTION issues with actionable recommendations
All updated skills invoke correctly from slash commands
